We are in the Construction industry and some of our customer does not require e-Invoice and does not provide us their TIN number. How should we handle?

Not mentioning relaxation period, since you are in the Construction industry, you are mandate to issue e-Invoice. If your customer is an individual, IC number is sufficient to issue e-Invoice to them. If your customer is a company, you will need to consult with LHDN officers on such matter how should you handle.
